STEP 1 - READ ALL INSTRUCTIONS/RULES BEFORE STARTING
Instructions below will assist you in preparing the Admission on Motion application. Please read them carefully before you begin the application process.
Carefully read the Supreme Court of Virginia Rule 1A:1 Rules and Regulations before going on to Step 2.
STEP 2 – GATHER AND PREPARE REQUIRED MATERIALS
Certain items are required to be attached to your Motion Application and Character & Fitness Questionnaire. Before you begin completing the applications, request the documents you are required to submit. Many items are required for all applications, although some items noted are only required depending upon your responses to certain questions. Requesting the items in advance will ensure you can submit a COMPLETE Application and/or Character and Fitness submission.
Additionally, your responses to certain questions may indicate that other documents, not listed below, are required. You should start your application process early enough to ensure you can secure all required documents.
The following items are required with EVERY Motion Application and Character & Fitness Questionnaire. Click the link below for further information regarding each requirement.
- Credit Report
- DMV Record(s)
- Birth Certificate, Naturalization or Immigration documentation
- Certificates of Good Standing for ALL jurisdictions where you have ever been licensed to practice law
- Certificates of Discipline for ALL jurisdictions where you have ever been licensed to practice law
- Complete and Accurate Addresses for your prior Residences, Schools, Employers
- Admission Without Examination Application (Forms available in Step 3)
- Verification of Reciprocity
- Detailed summary, in resume format, of your past practice of law
- Law School Transcript
- Letter confirming employment in Virginia or Virginia office lease
- Statement certifying no division of your time between Virginia and other jurisdiction
- Character & Fitness Questionnaire (two copies originally signed and notarized) with all attachments (Forms available in Step 3)
- Fees - money order or certified check - NO personal or company checks
The following items may be required depending upon your response to certain questions.
- Name Change Order
- DD214 - Military Report of Separation documents
- Court Records for all Felony Charges
- Court Orders in regard to creditors, tax liens, judgments
- Bankruptcy Petitions
- Defaulted student loan documentation
- Character & Fitness Healthcare Form, completed by Licensed Healthcare Professional (part of the downloadable forms)
STEP 3 – ACCESSING AND COMPLETING THE APPLICATIONS

Once downloaded, start by answering the questions asked. After completing your answers, the Form Wizard should tell you the forms required. |

Complete ALL required forms. Forms will not print until all items are completed. |

Complete the handwriting sample on the Character and Fitness Questionnaire Form. |

Make one (1) photocopy of the Application and attachments for YOUR records. Submit the Original to VBBE. |

Character & Fitness Questionnaire (CFQ) - make two (2) photocopies of the CFQ and ALL attachments. The Original CFQ and One (1) photocopy are to be submitted to VBBE, both with ALL attachments. One (1) photocopy is for YOUR records. |

Sign the Application, have your signature notarized. |

Sign the Character & Fitness Questionnaire forms (both Original and Copy require original signature and notary), have your signature notarized. |

Export all data from Form Wizard to USB, CD or floppy disk. |
STEP 4 – GATHER MATERIALS
As you package your application, check off each item below confirming that you have completed and included each REQUIRED item. Your application will not be considered complete until all required attachments have been received.
