General Instructions for Applications for Admission on Motion

The Board is permitted to consider applications only from persons admitted to practice before the court of last resort of a reciprocal jurisdiction and who meet ALL requirements set forth in the Rule 1A:1 and Regulations.

The Admission on Motion filing fee is $1,500. This fee covers the cost of processing the Application, investigating matters contained in the applicant's completed Character & Fitness Questionnaire, and preparing of the Character Report.

The fee is non-refundable and must be in the form of a cashier's check, certified check, or money order made payable to "Virginia Board of Bar Examiners.”

Complete the Application For Admission Without Examination and the Character and Fitness Questionnaire. Your completed Application form, attachments required by the Regulations and fully completed Character and Fitness Questionnaire with attachments shall be filed with the Secretary of the Virginia Board of Bar Examiners at our office address. Processing your application will take between four (4) and six (6) months.

A requirement for Admission on Motion to the Virginia Bar is that one have concrete plans to practice law full-time in Virginia. Although the Board will accept and begin processing your application if your plans for practicing in Virginia are not yet complete (i.e., you are currently seeking employment in Virginia or plan to open an office in Virginia in the future, but have yet to sign the lease for your office), the Board cannot approve your application until you have provided documentation of your employment from a Virginia firm, have provided documentation you have moved to your firm's Virginia office, or have established your own practice and submitted a negotiated lease for such office space in Virginia, etc. If you seek conditional approval prior to establishing your concrete plans to practice law in Virginia, you will be given 90 days from the date your application is approved to submit evidence of your concrete plans.

Failure to provide any of the required information will delay the processing of your application. Please be sure that you have read and understand the Rules and Regulations for admission. If you have any questions, please write the Office of the Secretary of the Board. If the Board determines that you do not meet the admission requirements, your filing fee is non-refundable.
