How do I obtain an application to apply for the Virginia Bar Examination?

Forms for taking the Virginia Bar Exam are available on our website through a downloadable program called the Forms Wizard. These forms can be found by clicking - Bar Exam - Applying for Exam - Application. Once you download the Forms Wizard, you will be asked a series of questions. Your answers to these questions will determine which type of forms you are required to submit.

How do I obtain an application to apply for Admission on Motion?

Forms for Admission on Motion are available on our website through a downloadable program called the Forms Wizard. These forms can be found by clicking - Admission on Motion - Application. Once you download the Forms Wizard, you will be asked a series of questions. Your answers to these questions will determine which type of forms you are required to submit.

How do I obtain an application to apply for the Law Reader Program?

Forms for applying to the Law Reader Program are available on our website. The forms required are the Law Reader Application and a Character & Fitness Questionnaire (CFQ). The Law Reader Application and CFQ forms are PDF fillable forms and require Adobe Acrobat Reader to complete the forms. These forms can be found by clicking - Law Reader Program - Application.

How do I obtain an application to apply for the Military Legal Assistance Program?

Forms for applying for the Military Legal Assistance Attorney Program (MLAAP) are available on our website. The forms required are the Military Legal Assistance application and a Character & Fitness Questionnaire (CFQ). The Military Legal Assistance application is a fillable PDF form. The Character & Fitness Questionnaire is available through a downloadable program called the Forms Wizard. The MLAAP & CFQ can be found by clicking - Miscellaneous - Other Applications - Military Legal Assistance.

How do I obtain an application to apply for a Foreign Legal Consultant Certificate?

The application for the Foreign Legal Consultant is available on our website. To apply you must complete the Foreign Legal Consultant application which is available on our website in a PDF fillable form. You must also simultaneously request the preparation of a Character Report from the National Conference of Bar Examiners (NCBE). The Foreign Legal Consultant application, as well as a link to the National Conference of Bar Examiners, can be found by clicking - Miscellaneous - Other Applications - Foreign Legal Consultant.

How do I obtain an application to apply as a Virginia State Bar Reinstatement Candidate?

Forms to apply as a Virginia State Bar Reinstatement candidate are available on our website. The Virginia Reinstatement Candidate application is a fillable PDF form and can be found by clicking - Miscellaneous - Other Applications - Virginia Reinstatement Candidate.

Do I need special software to complete the forms?

The VBBE Forms Wizard does not require any special software. If you are required to complete a PDF form, Adobe Acrobat Reader is required.

How do I download the Forms Wizard?

Once you click the link on the Application page of the various types of admissions, there are explicit instructions for Windows® and Macintosh® Users on how to download the files.

After I install the Forms Wizard, how do I open it?

Windows® Users can access the VBBE Forms Wizard via Start Menu/Programs/Virginia Board of Bar Examiners/VBBE Forms Wizard v3.exe. A shortcut for the file will be placed on your desktop upon installation.

MAC® Users can access the VBBE Forms Wizard via the folder on your Desktop.

How do I complete a PDF form?

All PDF application forms are fillable and can be completed using Adobe Acrobat Reader. PDF fillable forms must be completed and printed. There is no save function available for you to save your answers.

NOTE: MAC® users may have some problems trying to complete PDF forms with Preview. If so, please download Adobe Acrobat Reader.

Will I need a printer?

Yes. All application forms must be printed, signed, notarized and delivered to the Office of the Secretary, Virginia Board of Bar Examiners, 2201 W. Broad Street, Suite 101, Richmond, VA 23220.

Will I need an internet connection?

Yes. To access our forms and website, an internet connection is required. When using the VBBE Forms Wizard, additional forms and information are available through various links, and an internet connection is needed for access. All forms completed using the VBBE Forms Wizard are required to be uploaded to our secure website. An internet connection will be needed during this uploading process.

I am having problems installing the Forms Wizard.

If you have any difficulties with either our website or Forms Wizard, please contact our systems administrator via 804-367-0412.

I am using my work computer and cannot download the forms.

Some companies, businesses and governmental agencies disable one's ability to download to a work computer. The installation of our forms may require administrative access on your computer. You should contact your system administrator for assistance in downloading and installing our forms.

What can I do if I am using a secure network connection?

Since the installation of our Forms Wizard requires administrative access to your computer, your system administrator may need to assist you with the installation.

Where can I get help with the Forms Wizard?

Help is available within the Forms Wizard via the Help button on both the Main Menu and Print Menu. Additional help may appear throughout the Wizard. If you need additional help, please contact our systems administrator via 804-367-0412.

All my employments are not printing?

The Forms Wizard will allow you up to 15 employment/unemployments. You may find that all that you entered do not print. If this happens, you can correct it by ensuring that all unemployments have "N/A" in the the employers name. If you need additional help, please contact our systems administrator via 804-367-0412.

I am having trouble uploading my forms using the Forms Wizard.

Any forms you complete using the Forms Wizard are required to be uploaded to our secure website. When all forms are complete and the upload process begins, the Forms Wizard will try three (3) times to upload the file. If the upload fails after three (3) attempts, the specific file information and instructions on how to copy your file to a floppy, CD or flash drive will be printed on your checklist.

••• IMPORTANT ••• Uploading of an application does NOT constitute timely filing your application.

Uploading of an application does NOT constitute timely filing your application with the Virginia Board of Bar Examiners in accordance with § 54.1-3925.

Your PRINTED application must be received in the Secretary's office by the filing deadline, it may be deemed to be timely filed only if it has been transmitted expense prepaid to the Office of the Secretary of the Board by Priority, Express, Registered or Certified mail via the United States Postal Service, or by a third party commercial carrier for Next-Day Delivery AND the official receipt therefor issued by the United States Postal Service or by such third party commercial carrier, which shall be exhibited on demand of the Secretary, shows such transmission or mailing to the Secretary's office on or before the prescribed deadline.

Priority, Express, Registered or Certified mail via the United States Postal Service or Next-Day Delivery by a third party commercial carrier are the ONLY methods of transmission or mailing authorized by the statute. Thus, an application sent by any other form of mail, such as First Class mail, CANNOT be accepted if it is received after the filing deadline, even if it is postmarked before.
